Unchecking "Smooth Scrolling" definitely helped the situation but there is still a slight lag. I'm still getting lag in one program, Mixcraft 5. Even after uninstalling it and cleaning out the registry before re-installing, it makes no difference. I unchecked "smooth scrolling" in advanced settings and it fixed the problem.
